This is Ebony & Ivory Cissy in Houndstooth Suit that was released in an extremely small edition of under 100 dolls in 1995.
The first 10" mini-Cissy, Coquette in the Afro American version, sold only at the Doll Expo in 2004 and limited to 50 dolls.
