Akuma Kun and Mephisto II (the one in tuxedo) are characters from an early nineties anime Akuma Kun.   Both Bandai die-cast toys are battery operated and have florescent parts that glow in the dark.  The eyes of both toys open and close when turned on. They also sign "midi" like music, and if you remove Mephisto II's hat, you can see red and green flashing lights.
