CHAPTER TWO States 2.2 Shifting State Infrastructure New State: In May 2006, Montenegro's referendum resulted in just over 55% of the population voting for independence from Serbia. Montengro thus reqacquired its independence after an 88-year hiatus. The European Union required a vote of at least 55%, as a condition for secession from what was the remaining portion of the former Yugoslavia.
