Skip currently works as executive director of Wetlands Watch, a nonprofit environmental organization working on wetlands portection throughout Virginia. Prior to this, Skip had a consulting business, working for a number of foundations and federal governmental agencies, dealing with issues at the interface of science, public policy, and regulation.   His work involves researching and writing about issues at that interface as well as developing strategies for reducing the conflicts that develop as science and technology force changes in the public policy arena.  He is also holds an adjunct position in the Social Sciences Department at Old Dominion University where he teaches a graduate course in science policy.

He serves on the AAAS Committee on Science, Engineering, and Public Policy.   He is the author of a number of papers and book chapters on science policy, as well as a frequent invited speaker at science policy conferences.

He is also active on environmental issues and serves on the board of directors for the Virginia Conservation Network, a coalition of over 100 environmental groups in Virginia.

Prior to 1998, Skip worked in the House of Representatives for 22 years for the late Congressman George E. Brown, Jr.  He served in a number of positions, including Chief of Staff for the Congressman, Staff Director for the Agriculture Research Subcommittee on the House Agriculture Committee, and Legislative Director of the House Science and Technology Committee.

Skip lives in Norfolk with his Oceanographer wife, Margaret Mulholland, and his increasingly independent daughter, Maeve, and her brother, Patrick.
