Go to your friendly yarn store and buy a skein of what they call "eyelash yarn." It is a yarn with fuzzy "eyelashes" sticking out. A good store carries a variety of "eyelash" lengths, base yarn thickness, and many shades of tan and brown. Also, if you wanted to, you could make orange and purple baggy wrinkles. You don't need much. at 1:48, 18" will suffice for each baggy wrinkle. A tiny drop of CA holds the end. Wrap the yarn tight around the stay. Push down as you wrap to get the desired thickness. Another tiny drop of CA holds the other end. When you go to the yarn store, be sure to take a length of your stay wire along to try it out for fuzzyness and color. The ladies (usually) who run the store will be delighted to help.
Yarn and sewing goods stores are great places for ship modelers.
