He was born in Kanawha County, attended Herbert Hoover High School where he graduated and received his diploma. After high school in 1969, he worked at Kanawha Manufacturing Company as a certified welder and set-up man. In February 1973, he enlisted in the West Virginia State Police Academy.

Grafton, Taylor County "Corporal/ Acting Detachment Commander"
Kingwood, Preston County "Sergeant/ Detachment Commander"
* Dad was stationed in Fairmont on three separate occasions. The third time as Sergeant/Detachment Commander. He retired from the Fairmont Detachment on November 1, 1998.
He is currently employed at the Federal Court House in Clarksburg, WV as a Special Deputy United States Marshal for the Northern District of WV.
He is married to Lou Ann Proctor, a former Marion County magistrate. His parents, married for over fifty years, are Harold E. Proctor(A World War 2 Veteran)and Marilee Proctor of Clendenin, WV. He has one brother, Daniel Proctor of Rand, WV; two daughters Tracy Lynn Durst and Kristi Lynn Proctor(1999 graduate of East Fairmont High School); one son, Harold Richard (Rick) Proctor(1995 graduate of East Fairmont High School) who served in the US Army and is currently a member in the WV National Guard, Fairmont WV; one stepson, Charles Joseph "Jo-Jo" Lambiotte(4th grader at White Hall Elementary School); and a granddaughter, Dalena Louise Durst.
