This is one of a group of many unused USSR postal stationery envelopes with a provisional
surcharge from Moldova. Each has a different town name and picture within the handstamp. Are
these local items for use in the named city (e.g. Orhei), or are these just commemorative
handstamps valid (or invalid) throughout Moldava?

My understanding is that these were all valid throughout, but the surcharge
didn't pay the postage rate for long, so any that were actually used may have
been covered with adhesives. Many mint examples on the market! [Ian Billings]

During my time in Chisinau, I got to know the folks at the philatelic
window. These postcards (a set of some 76 different ones from differnt
towns, cities, etc) were for sale, at face value. Unfortunately, I never
did buy the set. I was told they were valid for postage when issued, but
were no longer (as of 1995). [Mark Moody]
