What's this odd item, which I would have passed over except it does say "poshta" at the top, so it "must" be a postal issue of some sort?
This reads "Underground Postage of Ukraine" which is a cinderella issue used to popularize UPA (Ukrainian Insurgent Army) that operated in Ukraine 1941-1950's. Several units of this military group broke through to the U.S. Zone of occupation in Germany. Many such cinderella stamps were issued in Germany after the war and then later in the United States. The inscription on the picture on reads "USSR - Prison of Nations". [Val Zabijaka]
"Pidpilna poshta" means "Underground post". [Jay Carrigan]
