We have two important items to discuss:

The negotiated agreement on 222/300 Riverside. Danette Chimenti will give us the details and the reasons for the rush to cinch them.

The Park Proposals to be submitted to Ricardo Solis. David Todd has done a great job of detailing our concerns but there maybe some other items to add, among them, the Norwood house restoration.

Jim Christianson, Norwood House: Mr. Christianson, former chair of the Landmark Commission, is very concerned about the Norwood House (on Riverside at IH 35) . It has been zoned historic by the City but been allowed to fall into disrepair for lack of needed funds, now estimated to be $1 million. We need to get it in this year''s budget if we hope to save it. He has an 8:00 meeting, which is why he is first on the agenda.

Amendments to the Billboard Ordinance. The Council (Dunkerley and Martinez) are initiating an ordinance which would extend the areas where billboards would be allowed, increase the permitted size and height in some instances under the guise of cleaning up some signage problems. We will have someone from Scenic Austin to speak. It goes to the Planning Commission on April 8 and to the Council on April 10

•meeting of the Greater South River City neighborhood plan contact team :: ::

There will be a meeting of the Greater South River City Neighborhood Plan Contact Team on Saturday March 22 from 4pm to 5:30 pm at Grace United Methodist Church (Fellowship Hall). We will be electing new officers (Chair, Vice-Chair and Secretary) as per our bylaws. We will also hear from Mr. Saati who is the owner/applicant of properties at 211, 301, 303 Woodward Street and has submitted applications for rezoning these properties from SF-3 to MF-3. The rezonings would require an amendment to the neighborhood plan so the neighborhood plan contact team will take a vote on whether to support the amendment to the neighborhood plan. Anyone is welcome to attend and participate in the discussions though only neighborhood plan team members can vote. •••Dear Neighbors,

We have three serious concerns before us, Reagan Signs office site plan, 222/300 Riverside, and Home Slice Pizza's off-site parking but all three are in process at the city and/or being monitored by committees. No action is required by the Exec. Com. but many of the Exec. Com. are serving on the above committees and have two evening meetings next week and two afternoon meetings.

We do need to search our hearts (and our friends' hearts) to see who would be willing to serve on the Executive Committee! We need co-chairs for nearly every office, Secretary, Vice- President and President. It will cut the work load for those now serving. Please call to get on the ballot for the March 3rd meeting or just call to talk about it.

•wastewater improvement projects: meet the contractors on Wednesday, February 20, 6 to 7 pm, Grace United Methodist Church, 205 East Monroe Street; refreshments will be served; Rsvp by calling 684-3204

Govalle 2 – Blunn Creek Project The City has selected Oscar Renda Construction Company as the contractor. The project location is east of South Congress and west of IH 35 and will include work on Riverside Drive, Alameda Drive, East Monroe, Sunset Lane, East Live Oak and Edgecliff. The purpose is to replace aging wastewater lines which have contributed to sanitary sewer overflows in recent years. About 4,705 feet of new wastewater pipe and 39 manholes will be installed. The staging area for storage of equipment and materials will be located at 1625 South IH 35, northbound service road. The staging area is bounded by IH 35 to the west, Summit Street to the east, Woodland Avenue to the south and an office building to the north. Construction is scheduled to begin in March and will be completed in February 2009.

Govalle 2 – Harper’s Branch Tunnel Project The City has selected Southland as the contractor. The Harper’s Branch Project is a tunneling project approximately 2000 feet in length that will run parallel to IH 35. The tunnel is being constructed for the placement of a new wastewater line that will allow for the abandonment of the existing wastewater line that has been leaking into the creek. The north boundary of the project is Norwood Estate Dog Park just north of Riverside Drive, and the south boundary of the project is the TIG parking lot just south of Reagan Terrace. The staging area for storage of equipment and materials will be split between an area in the dog park and an area owned by TxDot just to the east of the dog park and the TIG parking lot. Construction is scheduled to begin this month and will be completed in February 2009.

With the addition of these two projects, there will be three wastewater improvement projects under way in the South River City Citizens’ neighborhood (the Travis Heights project began last month and will be completed by fall 2008). However, the Harper’s Branch project is an underground tunnel, so surface impacts will be limited. Project managers are coordinating construction activities to minimize disruptions as much as possible. Traffic control plans will provide detours around construction areas in the street right of way. Access to streets for emergency vehicles will be maintained. The Austin Clean Water Program is the City’s response to an EPA mandate to repair and replace aging wastewater lines or face fines of $27,500 per day per overflow. The deadline for completion of all 100 construction projects is June 2009. (linked maps viewable with free Adobe reader)

Dear Folks, All are welcome to Monday's 6:00 Executive Meeting. The meeting should be short and sweet. David Todd has good news and needs a support letter from SRCC.

From David: I'm applying for a January grant from the Austin Parks Foundation for $6000 toward continued removal of exotics and planting of natives in Stacy and Blunn, much like what we did next to Little Stacy's ballfield. As matching funds, this proposal would also tap the $3000 from the Magnolia Trust and $3243 in RGK grants that we've already raised.

*Just in (1/18/08) is a request for a variance at 1705 Nickerson. The owner wants to decrease the rear setback from 10 feet to 5 feet, 9 and 1/4 inches, "in order to maintain 140 square feet of a covered balcony for an existing single-family residence". The hearing before the Board of Adjustment will be on the 28th at 6:00 +/-. We need neighbors' input.

Documentation of flooding problems in Sherwood Oaks, along St. Edward's Drive ~~ After four years of much work by the St. Edward's committee documenting traffic and flooding problems in that neighborhood, the City has finally begun addressing the flooding issue on St. Edward's Drive. In the past two or three weeks, members of the staff from the Austin Department of Public Works and Watershed Protection have been walking around the neighborhood assessing current drainage infrastructure and doing tests to determine where the water from the floods comes from and taking measurements. The City has dedicated $50,000 of our tax dollars to study this problem and try to find a solution. Any historians and photographers of Blunn Creek? As part of better understanding the long-term changes in Blunn Creek, we'd like to start collecting any old photos of the creek, or stories about the stream. We're trying to show whether, how, at what rate, and where the creek has been eroding. Can you please look through your old shoeboxes of creek photos, or ask your older neighbors, to help us understand the history of the stream's erosion? Undercut bank, 9 to 12 tall and 60 to 65 feet long, abutting East Side and west side of Blunn Creek, in block between Woodland and East Monroe.

Eroded bank, 14 feet tall and 30 feet long, abutting and undercutting Sunset Road, roughly 120 feet south of Fairmount, with 35-inch-diameter oak lost

Collapsed bank, 4 to 9 feet tall by 35 feet long, on east side of creek, roughly 50 feet south of the Woodland bridge, showing a 14-inch juniper that has been lost in the erosion.

On February 6, there were two walks along the northern end of Blunn Creek to take a look at erosion problems between Pecan Grove and East Live Oak and discuss possible responses, as well as to view the wastewater lines in the creek bed (view minutes of walks). Along for one walk was Megan Byars, Austin Watershed Protection Division; along for the second were Brian Noble, from the TCEQ Pollution Prevention and Business Assistance program, and Ginny Rohlich, from the Austin Watershed Protection Division). "In many ways, this is a continuation of the fine work done by Karin Ascot, René Barrera, Mike Kelly, John Gleason, Ken Zarker, Jeff Kessel, and many others who have worked in the past on trying to stabilize the creek. All interested are invited to join one of the walks."

Meetings are the first Monday of each month, 7:00 pm, at Grace United Methodist Church, 205 East Monroe. Meetings of the executive committee (officers and area coordinators, with all welcome to attend) are usually on the third Monday of each month, 6:00 pm, at the church.

Blunn Creek Nature Preserve is on the above map east of area 5, south of Oltorf Street, and north of St. Edward's University (see detailed map).
