By clicking on the link (NETBLK-CW-10BLK) next to Cable & Wireless, you will get a whois for Cable & Wireless:
Likewise, clicking on the link next to Netconnect, Inc. (NETBLK-CW-208-144-10), will produce a whois for Netconnect.
Since IP address 208.144.10.20 falls within the range of addresses assigned to Netconnect, Inc., an abuse complaint would go to Netconnect, Inc.
