Heat oven to 350°F.
Lightly grease 12x9-inch pan.

topping, combine dry ingredients; mix well. Cut in butter until mixture
is crumbly. Set aside.

For cake,
combine dry ingredients and raisins; mix well. Add combined milk, butter
and eggs; mix just until dry ingredients are moistened. Spoon into
prepared pan; sprinkle with topping, patting gently.

to 40 minutes or until wooden pick inserted in center comes out clean.
