Section 6 — Emergency Response Resources


EPCRA 42 USC §10003(c)(6) reads:

Description of emergency equipment and facilities in the community and at each facility in the community (with EHS) and identification of persons responsible for such equipment and facilities.


Community Emergency Response Resources

The LEPC must have a good understanding of the communities' resources. DeKalb County is a largely agricultural county with many independent municipalities and a state university, Northern Illinois University. The LEPC is working on obtaining information on fire departments, emergency management agencies, public works departments, and parks and recreation departments.

The LEPC is working with other organizations to obtain comprehensive lists of community emergency response equipment. The LEPC does not intend to recreate these lists when other organizations maintain similar listings.

Fire Departments

The Illinois Mutual Aid Box Alarm System (MABAS) maintains a comprehensive list of DeKalb County Fire Department apparatus, equipment, and resources. In addition, MABAS maintains a comprehensive list of all HazMat equipment and resources in the area.

Emergency Management Agencies

Three municipalities, DeKalb City, Sandwich and Sycamore, also maintain Emergency Services and Disaster Agencies (ESDA's) or Emergency Management Agencies (EMA's). The DeKalb County LEPC will obtain the following information for each ESDA/EMA:

Public Works

Many municipalities maintain a Public Works department. The LEPC will obtain the following information for each Public Works department:

Facility Emergency Response Resources

The LEPC is working on obtaining facility-specific listings of emergency response resources.

EHS facilities in DeKalb County are regulated by the Occupational Safety & Health Administration (OSHA). These facilities are required to plan for chemical emergency response under OHSA's Hazard Communication standard (CFR 1910.120) for facilities handling hazardous materials.

Facilities are required to have response equipment on hand, or contract with an outside emergency response contractor. Many facilities will stock spill remediation materials such as absorbent pads or booms.
