Amateur Radio Operator
The Federal Communications Commission issues licenses in the Amateur Radio
Service for the fundamental purpose of providing the public with a voluntary noncommercial
communication service, particularly with respect to providing emergency communications. As
amateurs we provide a reservoir of trained operators, technicians, and electronics
experts. Amateur's also have a unique ability to enhance international good will through
our use of short-wave radio communications using High Frequency (H.F.) wavelengths. These
signals are not bounded by international boarders and allow world wide communications
between amateur radio operators. On Very High Frequencies (VHF) and above we provide local
fixed and mobile communications by line of sight communications. Through the use of
repeater systems located high atop buildings and mountains we are able to extend our range
well over the visible horizon often extending communications in excess of 60 miles.
Linking repeaters can extend that range to state, regional, or nation wide. Now through a
merger with the Internet, amateurs are able to contact distant repeaters through
specialized software and Internet Phone to communicate with other amateurs across America.
Through the use of the Automatic Packet Reporting System (APRS) amateur radio
operators can keep track of other stations and their locations using WinAPRS, MacAPRS and A.P.R.S. software. The
software provides for the use of the Global Positioning System (GPS) or Long Range Aids to
Navigation (LORAN) for accurate station location even while in motion on Land, Sea, or in
the Air. Additional information can be included in data packets for
transmission of real time Weather Observation Data, National Weather Services Alerts and
Warnings, Radio Direction Finding, Search Grids, and amateur to amateur messaging.
Software is designed to also access USGS maps for accurate detailed maps (1:2 million) and
FCC Amateur Radio Station information.
I operate Amateur Radio in the following Amateur Modes:
- Single Side Band (SSB - USB/LSB)
- Frequency Modulation (FM)
- Packet Radio
- AMTOR
- Fast Scan Television (ATV)
- Automatic Packet Reporting System (APRS)
- Repeater Link (Internet Phone Repeater Relay)
Suffolk County R.A.C.E.S.
The Federal Communications Commission grants authority under CFR 47 Part 97 Subpart F for
the Radio Civil Emergency Service (RACES) for amateur radio operation for civil defense
communications purposes only, during periods of local, regional and national civil
emergencies, including any emergency which may necessitate invoking of the President's War
Emergency Powers under the provisions of section 606 of the Communications Act of 1934, as
amended. The Suffolk County R.A.C.E.S. group works with local Emergency Services
with a well organized program of emergency communications personnel which includes
volunteers of the amateur radio service. I am a new active participant volunteering my
equipment and expertise to the community. The R.A.C.E.S. program is activated in such
emergencies as the Oakland Hills Fire Storm and San Francisco Bay Area Earthquakes,
Tornado's throughout the Midwestern and Southern States, and during Hurricanes on the
Eastern Seaboard and the Gulf of Mexico. I have recently moved to Suffolk County New
York and am a member of the Eastern Suffolk County Amateur Radio Emergency Service.
Computer Hobby
My interest in computers started in 1981 when I purchased an Apple ][ Plus with a whooping
64K Memory, Z80 Processor board capable of running CPM, and programming languages of
Basic, FORTRAN, and Pascal. It even had a 300 baud internal modulator/demodulator (Modem)
to connect with other computers. Knowing well that I was falling behind the trend I jumped
forward to a new technology in late 1987 and purchased one of the first released Amiga
2000 systems with IBM Bridgeboard for MS DOS compatibility. This system had a Motorola
68000 CPU with 2MB of system RAM and a large 20MB MFM hard drive. The floppy drives were
of the new 3.5 inch standard with storage capacities of 880KB.
Once again technology was slipping by so I upgraded again, this time to a Hewlett
Packard Pavilion Multi-Media system running a 166MHz Pentium CPU with 48MB of RAM and 8GB
HD storage. This thrusted me into recent technology and the fun and excitement of the
Internet!
Photography Hobby
My interest in photography started in 1976 when I purchased my first 35mm SLR camera. It
was a Minolta SRT 202 camera with a Rokkor-X f1.4 50mm lens. I had used it to photograph
trips to Spain, Italy, England, Bahamas and points across the United States. Then came the
video craze in 1980's. The 35mm SLR was set aside as I explored the video revolution. I
had one of the first color portable home VCR systems in VHS format and color camera using
the new Vidicon single tube. Then came 8mm technology and I once again joined in the
revolution. I always keep hearing salesmen tell people you couldn't put those 8mm tapes in
your home VCR, and try to sell them the VHS-C format. I would butt in and say that's
funny, I can put the 8mm tapes in my VCR, you just have to have the right VCR I guess.
Sort of like saying the 8-Track tape wouldn't fit in a cassette player, DUH! After
spending time with a friend who was interested in photography and using his Nikon F4
Camera I knew something was missing. I then began to think seriously about filling the
technology gap left by my Minolta SRT 202 35mm Camera. I have recently begun shooting
photography again for digital reproductions on my computer. Finding suitable lenses for my
camera seemed difficult so I recently upgraded to Nikon N90s 35mm camera. I zoomed forward
in technology and am again behind the shutter again. Please check out Barry's

radio direction finders; stand watches on teletypewriters, voice radio, and telegraph
circuits; copy broadcasts and keep required logs; lubricate, clean, and detect mechanical
difficulties in radios and typewriters; rig emergency antennas; supervise and train
communications strikers.

Key responsibilities
I am currently assigned as Regional System Manager to the Electronic Support Unit
Detachment Moriches located on the south eastern coast of Long Island approximently 60
miles east of New York City. My assignment as Regional System Manager has overall
system management of all Coast Guard owned computer systems throughout the Long Island
area of responsibility. I assist the various unit's system operators in
hardware and software installation and trouble shooting as well as system
maintenance. As the Coast Guard completes its' migration from the CTOS to Windows NT
operating systems I have been involved in all aspects of hardware and software
installation, administration and training.
While stationed shipboard my job as a Telecommunications Specialist (TC) in the Coast
Guard was first to supervise the operation of the ships radio room. I had 6 radio
operators onboard my last unit responsible for controlling all radio communication
circuits. My secondary job was Computer System's Manager for the ship's administrative
computers. The ship currently operates in the CTOS environment and I maintained the
overall system operation and software installation, maintenance, and training. As part of
my system management I was responsible for the various modes of connectivity for orderly
flow of electronic information and mail. These modes include use of land lines, cellular
connections, and INMARSAT paths. I worked closely with our ships Telephone Technician (TT)
who is was our hardware geek. I was stationed aboard the USCGC SHERMAN based out of
Alameda, California. The Coast Guard has various missions. The primary mission of SHERMAN
is Search and Rescue (SAR) and Maritime Law Enforcement. SHERMAN's primary
operating area is the Gulf of Alaska and the Bering Sea. It is their that SHERMAN and her
crew spends most of their time enforcing U.S. and International Fishery Regulations as
well as being a ready SAR resource. In the tortuous icy waters of the North Pacific and
Bering Sea SHERMAN stands ready to provide the best SAR platform in the world today. For
