The Southern Railway took possession of seven low-hood GP38s without dynamic brakes when they took over the original Norfolk Southern (a small railroad in Virginia and North Carolina originally had the name). They numbered those GP38s 2880-2886, added high-hoods, setup the cab to run long hood forward, but left off the dynamic brakes. Prototype photos can be found

I will start with an undecorated high-hood GP38 from Atlas, and a shell from an Atlas early GP38 w/o DBs. I will simply cut the front hoods off of both shells, and graft the high-short hood onto the non-DB shell.
As with GP38
#2815, I will need to make a smaller tank (although it is positioned differently than on #2815, move the bell to the correct end, and add the correct horns, among the normal details that I add (such as the finer handrails, separate grab irons, etc. etc.).
