These modifications were legal up until 1999, when an executive order
banned the import of PSG-1 rifles. This can only be done at this time if:
The HK-91 or clone has the requisite number of U.S. parts to make it
a U.S. rifle.
OR
The rifle was in this state prior to 1999.
