Sec. 178.39  Assembly of semiautomatic rifles or shotguns.

    (a) No person shall assemble a semiautomatic rifle or any shotgun
using more than 10 of the imported parts listed in paragraph (c) of this
section if the assembled firearm is prohibited from importation under
section 925(d)(3) as not being particularly suitable for or readily
adaptable to sporting purposes.
    (b) The provisions of this section shall not apply to:
    (1) The assembly of such rifle or shotgun for sale or distribution
by a licensed manufacturer to the United States or any department or
agency thereof or to any State or any department, agency, or political
subdivision thereof; or
    (2) The assembly of such rifle or shotgun for the purposes of
testing or experimentation authorized by the Director under the
provisions of Sec. 178.151; or
    (3) The repair of any rifle or shotgun which had been imported into
or assembled in the United States prior to November 30, 1990, or the
replacement of any part of such firearm.
    (c) For purposes of this section, the term imported parts are:

(1) Frames, receivers, receiver castings, forgings or stampings *
(2) Barrels *
(3) Barrel extensions
(4) Mounting blocks (trunions) *
(5) Muzzle attachments (Ommited for all post-89 imports)
(6) Bolts *
(7) Bolt carriers *
(8) Operating rods *
(9) Gas pistons
(10) Trigger housings *
(11) Triggers *
(12) Hammers*
(13) Sears *
(14) Disconnectors
(15) Buttstocks *
(16) Pistol grips *
(17) Forearms, handguards *
(18) Magazine bodies *
(19) Followers *
(20) Floorplates *

FOREIGN PARTS COUNT USED TO FABRICATE HK RIFLES & CLONES

PRE 1989 BAN

The HK-91, HK-41, G3S, SAR-3 and SAR-8 rifles use 1,2,4,5,6,7,8,10,11,12,13,15,16,17,18,19 & 20. (17 foreign parts: Imported rifle)

The PSG-1 rifle uses 1,2,4,6,7,8,10,11,12,13,15,16,17,18,19 & 20. (16 foreign parts: Imported rifle)
-The MSG-90 was never available for sale to civilians.
-The G3S was imported by PARS International.


POST 1989 THUMBHOLE STOCK

The HK 911, SR9, SR9T, SR9TC, XG3S, SAR-8 and SLG95 rifles use 1,2,4,6,7,8,10,11,12,13,15,16,17,18,19 & 20. (16 foreign parts: Imported rifle)
-The SLG95 may just be an XG3S imported under a different name.

The SAR-8 HBCS rifle uses 1,4,6,7,8,10,11(?),12(?),13,18,19 & 20. (12 foreign parts: Imported rifle or 10(?) foreign parts: U.S. rifle)


U.S. BUILT HK-91 CLONES SOLD WITH A PISTOL GRIP AND REGULAR STOCK

Special Weapons:
The SW-3 came with U.S. parts for 1,8,12,13,16,19 & 20 (9 foreign parts: U.S. rifle)
-Extruded stainless steel reciver.
-The original SW-3’s came with some differences in U.S. parts used.
-Mine came with U.S. parts for 1,12,13,16,19 & 20 (10 foreign parts: U.S. rifle)

Hesse Arms:
The H91 ships with U.S. parts for 1,?,?,?,?,?(10 or less foreign parts: U.S.  rifle)
-Stamped steel sheet metal receiver.

OEM:
The FA-91  ships with U.S. parts for 1,?,?,?,?,?(10 or less foreign parts: U.S.  rifle)
-Cast aluminum receiver.
-FA-91's are built by OEM's. Federal Arms just manufactures the receivers.
-Most went to Century and Springfield.
-Several thousand were sold to individuals or other manufacturers.

Interport:
Interport's HK clone ships with U.S. parts for ?,?,?,?,?,?(10 or less foreign parts: U.S.  rifle)
-These are FMP(Portugese) stamped steel sheet metal receivers with cocking tube. Special Weapons finishes the receiver/barrel assembly and Interport assembles the rest.

Century International Arms:
Century's Centurion 99  and G3 Sporter Carbine ship with U.S. parts for 1,?,?,?,?,?(10 or less foreign parts: U.S.  rifle)
- Federal Arms aluminum receiver.

Century's Centurion 2000 ships with U.S. parts for 1,?,?,?,?,?(10 or less foreign parts: U.S.  rifle)
-The G3 Sporter & CETME recievers are built from Special Weapons' tooling.
-CAUTION- The Centurion & CETME may appear to accept all HK spare parts, but this may not be the case. Century did not choose to machine their receiver as suggested by Special Weapons.
-Some of the G3 rifles may use Hesse stamped steel sheet metal receiver.

Springfield Armory:
Springfield's SAR-8 (post 1999) ships with U.S. parts for 1,?,?,?,?,?(10 or less foreign parts: U.S.  rifle)
- Federal Arms aluminum receiver.


SOME OF THE POSSIBILITIES

The SW-3 with a thermold magazine uses 1,8,12,13,16,18,19 & 20 (8 foreign parts: U.S. rifle)

The SW-3 can be setup to use foreign magazines by using 1,6,8,12,13,15,16 (9 foreign parts: U.S.rifle)

Special Weapons offered a U.S. parts kit to replace 12,13,15,16,17,19 & 20
-This U.S. parts kit was available in this form in 1998.

-Special Weapons has produced 1,6,8,12,13,15,16,17,19 & 20.


PSG-1 MODIFICATIONS

PSG-1 Stock removes 15 from the of U.S. parts listed.
Alternative : Hesse manufactures  a U.S. version of this stock.

MSG-90 Stock removes 15 from the of U.S. parts listed.
Alternative : Hesse manufactures a U.S. version of this stock.

PSG-1 Pistol Grip Removes 16 from the of U.S. parts listed.
Alternative : Hesse and others manufactures a U.S. version of this pistol grip.

PSG-1 Trigger Group Removes 10,11,12,13 from the of U.S. parts listed.
Alternative : Wilson can make a U.S. set trigger system.
