Fun: Looks like a skater's playground. BYOR...Bring Your Own Ramp/Rail. I think it would be worth an hour of a skater's time.
Helmets: Recommended but not required
Bikes: The space is designated for skateboarders and in-line skaters, not bikes. Not sure if bikers use the space.

Cleanliness: O.K.
Friendliness: The one time I was here, it was pouring rain and no one was using the park.

Misc: Written on sign posted at skatepark: "The City of Pendleton does not provide any ramps or other devices or equipment...This area has been designated by City of Pendleton for skateboarding and Roller blading." In otherwords, the city has provided the space, and it is up to the skaters to provide things to skate on and to maintain the space. The park is a 2 level asphalt court, with a steep slope transitioning the two levels. I am wondering who purchased the 2 "Skatewave" brand modular ramps that are in the space? Restrooms and drinking fountain near, no payphone in sight.
