Provision of consultation and technical assistance to public and private child placing agencies, institutions, and state licensing programs in program design, practice, and administration. National surveys.

Provision of litigation support as consultant and expert witness in child abuse and neglect in out-of-home care (adoption, foster care, daycare, child placing agencies, institutions, respite care). Expertise spans adequacy/appropriateness of abuse and complaint investigations, disclosure of information, provision of services, staff training, foster care/daycare licensing and assessment, and the matching of foster and adoptive children with appropriate caregivers by both public and private child placing agencies. In addition to rendering opinion, services span document review, case preparation, and consultation involving avenues for discovery, interrogatories, and questioning during deposition and trial.

Responsible for total research/writing/editing of 374 page text on the placement of older and handicapped children for adoption; responsible for budgeting, recruiting, supervision, and termination of research staff.

Responsible for planning and developing management programs; coordinating child evaluations among eleven professional disciplines. Evaluated handicapped children. Responsible for the total research and writing of a history and description of the treatment of deviance by the social welfare system.
