- Strategic Planning - developed five year Strategic IT Plan for Westinghouse
Field Service, Marketing Division, Westinghouse Corporation - resulting in a
strategic competitive advantage by linking customers to corporate just-in-time
inventory and product financing support using existing computer assets (generated
additional tax deduction as a marketing expense) while upgrading Westinghouse's
infrastructure.
- Technical Architecture - Responsible for the design, implementation
and performance improvement of a multi-million dollar global data-/tele-communications
network - resulting in the development of a standardized digital message format and
secure data management capabilities improving throughput and reliability for $3B
National, Missile Warning, Space Defense and Aircraft Warning systems.
- Engineering Management - Responsible for leading a team of engineers and
analysts representing the customer's interests on a $110M replacement of a Main Frame
computing support facility to a distributed workstation environment. Assessing total
system design and implementation - user requirements identification;
contract management; facilities modifications; software requirements specifications;
code design; database design; system integration and regression testing; Year 2000
compliance; system security, risk assessment and mitigation; contractor cost
performance assessment; integrated system scheduling; customer support for testing,
training and documentation; and, legacy system maintenance and conversion -
resulting in cost containment and implementation of control procedures to reduce
risks during system conversion, addressing multiple site operations, and critical
backup and data synchronization issues to maintain 24-7 operations of the Global
Positioning System
(GPS).
- Program Management - Accepted responsibilities for a $1M firm-fixed price
development program that was initially under bid (two man years), and had customer
imposed development phase limitations (12 months vs 24 months) - resulting in
selection of advanced development tools and select project team; negotiation
of on-site customer involvement for accelerated design approvals and reduction of
obsolete contract requirements (electronic vs hardcopy deliverables); completed the
contract in 10 months-two months ahead of customer requirements, maintained the
original profit margin, and gained a 100 percent award fee from the customer.
- Project Management - Cradle to grave responsibilities for
requirements identification, feasibility study and cost benefit analysis, source
selection, contract negotiation, system integration, testing, customer training and
system acceptance - resulting in 20-40 projects per year valued from $40K-$400M
successfully implemented on time and within, or below, budget.
- Business Operations Analysis - Conducted a business process and IT
assessment in five common business practice areas - resulting in an estimated
first-year savings of $19M and significant improvement in customer responsiveness.
- Contract Management - Conducted procurement for outsourced services to
build a resource management system, government technical advisors estimated the
contract would come in at $40M - resulting
in award of a five year development contract for $7M - a $33M cost avoidance.
Responsible for multi year maintenance and support contracts for $1B in mainframe
computer assets.
- Negotiation Skills - Conducted final contract negotiations on a $4M
main-frame - resulting in getting the vendor to trade $180K of cables for
$2,300.00 shipping costs.
- Responsiveness - Asked to develop a viable IT plan, supporting 8,000
personnel operating from 12 geographical locations, in one week to meet budget
submission deadlines - resulting in a successfully funded, multi-year, $25M IT
support system implementation.
- Customer Relations - Successfully developed customer relations and
confidence - resulting in customer increasing contract manning from just myself to
a team of eleven senior engineers and analysts (six year support contract).
- Group Decision Support Systems - Design and implemented on-line Group Decision Support Systems (GDSS) for Qwest Space
and Power Planning group, resulting in network systems engineering cycle time reduction from 31 days to 2 hours.
- Automated Planning Tools - Developed automated Tactical Implementation Planning tool using Microsoft Access 2000 -
resulting in reduction of planning time from 3 months to 2 weeks.
