Senior IT consultant and lead system engineer on $400M Global Positioning System (GPS), Operational Control System (OCS), replacement program, duties include:

• Supervising the replacement of main frame computers with an open systems, distributed architecture - System Architect.
• Reviewing Software Requirements Specifications (SRSs).
• Reviewing Interface Requirements Specifications (IRSs).
• Managing the Technical Advisory Team.
• Integrating COTS, NDI and developed software on Sun (UNIX) workstations at four separate operating locations and five world-wide monitoring stations.
• Directing security system implementation and DAA Accreditation.
• Providing technical assessment of contractor development activities.
• Overseeing Functional Segment Qualification Testing (FSQT) processes.
• Providing Oracle Database Design and Implementation Technical Advice.

Competitively selected by the CIO of Westinghouse for special assignment, through the Air Force Institute of Technology, at Westinghouse Corporation's Headquarters, Pittsburgh, PA., duties included:

• Information systems and technical performance manager on Westinghouse's Advanced Marketing System (AMS) system, a $23M, real-time, distributed information system installed at 130 nationwide, Westinghouse business offices. Duties on AMS included integrating 20 remote data centers, 29 super-minicomputers, 450 PC-ATs, 400 laptops, and 1,000 data terminals.
• Responsible for assessing and implementing the consolidation and support of five separate marketing and sales offices in the Pittsburgh metropolitan area on a single mini-computer - resulted in savings of $4M direct cost avoidance with no impact on throughput or user performance perceptions.
• Upgrading a multi, Minicomputer development environment while reducing impact to code production. Completed an estimated 4-day facility upgrade in under ten hours through advanced planning and coordination efforts.
• Designed data communications installation standards for a 23 site upgrade project - resulted in reduced installation costs an average of $18k per site.

Program manager responsible for designing an integrated information system (SPACENET), and phased implementation plan. This system was designed to support 8,000 end users with a broad range of computer and communication services over a dual, broad-band Local Area Network - resulted in $25M funding support during financially austere budget cycle due to improved operations and personnel hiring cost avoidance identified through cost benefit analysis.

Technology Advisor for the Academic computing environments for 34 sites across the United States, resulting in award of a $300K National Science Foundation (NSF) grant and implementation of a 56kbps frame-relay network for Webster University. Responsible for advising on Distance Learning and Internet capable technologies.

Computer Resource Manager responsible for the upgrade and replacement of elements of NORAD's Cheyenne Mountain Complex, a distributed complex system of systems (64 separate computer and data communications subsystems). Cradle to grave duties included requirements identification, acquisition and contract negotiations, program management functions, systems integration and test director duties.

Senior Manager - Qwest Communications International, responsible for customer to service (CTS) engineering cycle reengineering resulting in reduction of request to service from 31 days to 2 hours.

Staff Engineer - Qwest - National Network Services, responsible for development of on-line Tactical Implementation Planning tool development, resulting in reduction of plan development from 3 months to under 2 weeks.
