Hobart and William Smith Colleges   Facilities Management Organization Evaluation
Hobart and William Smith Colleges retained HHK to conduct an independent analysis of the Buildings and Grounds program and to evaluate the campus master plan. Services included review of staffing patterns, costs of services, energy program, and purchasing procedures. Benchmark comparisons with similar size colleges measured budgets, staffing levels, and opportunities for cost savings. The impact of several recent major plant additions and budget reductions required an evaluation of the overall campus plan. All plant maintenance, project management, and architectural/engineering services are provided by contract plant management services at Hobart and William Smith Colleges. HHK reviewed the contract for basic services and provided guidance on an impending contract renewal.

Inter-American University (San German, Puerto Rico)   Campus Master Plan
HHK directed the preparation of a master plan Inter-American University Cortland as an Associate Partner of a comprehensive services A/E firm. HHK's assignment included an assessment of existing conditions, projections of future program requirements, and the development of a master plan for land use, future facilities, circulation, and design guidelines. An extensive program of new facilities and major additions evolved from the plan's recommendations.

Iona College   Campus Master Plan Review
Iona College expansion of facilities on recently acquired land for student residences and related facilities required an evaluation of the College's campus master plan and housing program to meet college goals for expanding on-campus housing. The HHK assignment included an evaluation of community relations impacted by the housing program, land use, alternatives for acquiring additional housing, and design concepts. HHK presented a final report to the College President and Board of Trustees.

Israeli Association of Universities   Facilities Management Organization Review
The Israeli Association of Universities invited HHK to lecture on facilities management practices to the 7-institution organization and review facilities conditions and master planning. Lecture material addressed the unique conditions of the Israeli universities, including organizational structure, policies and procedures, capital renewal and deferred maintenance. Each of the campuses were visited and special seminars held for staff.

John Hopkins University   Facilities Condition Assessment
In association with Vanderweil Facility Advisors, HHK participated in a pilot study for a facilities conditions assessment for three research facilities in preparation for a campus-wide survey.

Massachusetts Board of Higher Education   State Colleges and Community Colleges 10-Year Capital Plan
HHK participated in the preparation of a 10-Year capital plan for the 24-institution state colleges and community colleges. Eva Klein & Associates, Ltd., serving as the prime contractor to the Massachusetts Department of Capital Asset Management, acting on behalf of the Board of Higher Education, retained HHK as a subcontractor for the project. HHK services included preparation of space planning standards as a component of a quantitative analysis of institutional capacity for current and projected 10-year enrollments. In addition, HHK participated in reviews of project selections for all 24 institutions.

Massachusetts Institute of Technology    Facilities Renewal Program
The Massachusetts Institute of Technology is involved in a reengineering of its facilities management organization and reviewing the overall status of facilities renewal. At the request of the Director of Physical Plant, HHK met with senior staff to outline alternative methods of introducing a facilities renewal program to measure the extent of deferred maintenance, determine ongoing capital renewal needs, and to develop a program for support of facilities funding. In addition, HHK provided guidance on a shift to a zone maintenance management system and methods for evaluating performance.

McGill University   Facilities Management Organization Review
McGill University retained HHK as an external evaluator of facilities management as part of periodic program review of administrative units. The goal of the evaluation was improvement of services, the establishment of priorities, and allocation of resources. The assignment required a study design, extensive individual and group interviews, inspection of plant conditions, and collection and analysis of data and reports. A final report with recommendations was submitted and presented for organizational structure, work control, deferred maintenance, facilities planning, and campus services (cleaning, fire safety, special events, mail, and security).

Metropolitan Development Association - Syracuse, NY   Industrial Site Reuse
HHK evaluated facilities formerly occupied by the General Electric Corporation on a 180 site in suburban Syracuse, New York as a member of a five-firm association of engineers, architects, landscape architects, and economic consultants. A comprehensive study was necessary in a six-week period to facilitate financing by the New York State Empire State Development Corporation for improvements to facilities retained by Lockheed-Marietta, the site purchaser. Coordination with the community for reuse concepts and investigations with potential new site occupants was an essential part of the study.

Miami-Dade Community College   Facilities Management Organization Review
The Miami-Dade County Community College, the largest system in the nation, retained Matthew C. Adams and HHK to evaluate and provide recommendations for the 5-campus system. The study required a comprehensive analysis of the maintenance organization, feasibility of outsourcing all or portions of the organization, and identification of opportunities for improved efficiencies and performance, and cost-savings.

Moreland Act Commission   New York City School District Construction Progam
The State of New York Moreland Act Commission, appointed by the Governor of New York to analyze New York City School construction practices of the Board of Education, retained HHK to assist in the preparation of a final report delivered in January, 2002. The Commission issued a report in July 2001 that analyzed the Board of Education's capital plan and the reasons for a projected substantial budget overrun in the BOE Five-Year Capital Plan (FY 2000-2004). The final report, a companion to the July 2001 report, analyzed the performance of the School Construction Authority, the statutory agency delegated implementation of the Capital Plan. HHK's contribution to the final 2002 report focused on the linkage between capital construction and maintenance with recommendations for improvement in the capital construction management.

National Association of College and University Business Officers    Book Chapter: "Facilities Management," College and University Business Administration, 6th Ed.
The National Association of College and University Business Officers retained HHK to prepare a chapter titled "Facilities Management" for the 6th edition of "College and University Business Administration." A revision to a chapter in the CUBA 5th edition authored by HHK and with a contribution by Eva Klein (Eva Klein & Associates), the 6th edition material provides a comprehensive treatment of the responsibilities of a higher education facilities management organization.

Northrop-Grumman Commercial Aircraft Division   Facilities Condition Assessment
In a joint venture with Vanderweil Facility Advisors, Inc., HHK provided a model facilities condtion assessment process for the Northrop-Grumman Commercial Aircraft Division. Acquisition of Military Division facilities required a basis for evaluating the condition of transferred facilities for conversion to Commercial Aircraft. The model study assessed conditions for 10 buildings, totaling 1,200,000 gross sqyare feet of space at the Hawthorne, CA site.

(1) Northwestern University    An Evaluation of Alternative Facilities Audit Methods
Northwestern University's concerns about the accuracy of its capital budgeting for deferred maintenance and capital renewal resulted in a request for HHK's services. The Physical Plant Department defined a scope of work that would provide an evaluation of alternative facilities audit methods to determine appropriate methodologies. HHK reviewed the current process of estimating major maintenance needs using in-house staff. Recommendations presented in a report for the Board of Trustees, and senior administrators are to conduct a comprehensive facilities assessment and capital renewal forecasting program.

(2) Northwestern University   Program Review
HHK assisted the Office of the Vice President, Administration and Finance, in collaboration with William S. Middleton, by conducting a Program Review of the Office of the University Architect and the Physical Plant Department. This was a return engagement for a similar assignment in 1988. The Review required organization of the study, document collection, and extensive individual and group interviews. A report was produced with recommendations for restructuring, cooperation and communication between the two departments and the University community, space management, resource allocation, and other subjects.

Onondaga County   Project Management: Onondaga County Convention Center and War Memorial Complex
Appointed by the Onondaga County Executive, HHK served as the Project Director for the Onondaga County Convention Center/War Memorial (1988 - 1992). Performance of duties for the $82 million project occurred while simultaneously employed full-time at Syracuse University. The position included total responsibility for project management, evaluation of delays, development of a feasible design concept, recruitment and training of staff, selecting consultants, initiation of design, and construction. Duties also included securing enabling legislation (state and local), negotiations with funding agencies and labor and minority interests, media and community liaison, securing environmental permits, and supervising design and construction award. The project was completed, on schedule and under budget, in October 1992.

Our Lady of the Ressurection Hospital   Facilities Condition Assessment
In association with Vanderweil Facility Advisors, HHK conducted a facilities condition assessment for six buildings, totaling 605,650 gross square feet of space.

Packer Collegiate Institute   Space Utilization Study
Packer Collegiate Institute, an independent college preparatory school for students from prekindergarten through grade 12 founded in 1845 is located in the historic district of Brooklyn Height, Brooklyn, New York. Packer retained HHK to conduct a space utilization review for its facilities. In conducting this review HHK recognized the need to consider the capacity of current space and possible space reconfigurations for a potential enrollment increase and, thus, an opportunity to generate additional revenues for Packer. The review concluded that Packer was operating at high level of efficiency and that the 2003 Master Plan provides space capacity to accommodate additional enrollments.

Partners Healthcare System, Inc.   Strategic Facilities Planning
Partners Healthcare System is the parent organization for five Boston area medical institutions: Massachusetts General Hospital, Brigham and Women's Hospital, McLean Hospital, North Shore Medical Center, and Spaulding Rehabilitation Hospital. HHK participated as a member of an associated venture with Vanderweil Engineers to develop and implement a Strategic Plan Occupancy Costs System. Development of the integrated cost system included a custom-designed software system for collecting data from diverse institutions, conceptualizing a uniform accounting system, and populating databases. The project resulted in initial report generation in a ten-week deadline.

People's Republic of China Colleges and Universities, Beijing, China   Facilities Management Organization Review
HHK served as a member of a 12-person delegation that participated in a 3-week visit to 10 Republic of China colleges and universities. Each campuses' facilities management organizational structure was evaluated, conditions inspected, and seminars presented. An aspect of the visits was a review of the expenditures of World Bank funds for science and technology equipment. HHK contributed to a final report Facilities Management in Republic of China Colleges and Universities.
Philips Exeter Academy  Capital Renewal Program Evaluation
Phillips Exeter Academy is a distinguished co-educational independent boarding school for grades 9Ð12 located in Exeter, New Hampshire. The Academy retained HHK for consulting services to review current capital renewal funding practices. An analysis examined a funding model to meet a goal of achieving equilibrium or better in terms of plant depreciation and assigned renewal funding. In addition, HHK reviewed results of a recent facilities audit (2004) to determine its adequacy and content of the audit, and recommendations on the use of FCNI modeling. The HHK final report concluded with recommendations to sustain the Phillips Exeter Academy capital renewal funding model.

Providence College    Facilities Management Organization Evaluation
Providence College is a comprehensive liberal arts institution concerned about the efficiency and effectiveness of the Facilities Management Department. In association with M.C. Adams & Associates of Atlanta, GA, HHK reviewed the overall mission and performance of the Department to determine the most effective means for delivery of services. A component of the study evaluated alternatives of retaining in-house services compared to various forms of outsourcing. Project completion is March 1997.
