Greenburgh Campaign Finance Commission

CABLE SUBCOMMITTEE RECOMMENDATION

(unanimously approved by the Commission on May 23, 2000)

To ensure fair and equal access to Greenburgh's Cable Access Channels, including access by candidates for local town office, the following is recommended:

  • A baseline amount of equal access be established for all candidates

The amount of studio and air time provided candidates should not be less than that provided any other Greenburgh host/producer. This baseline level of access should be provided a candidate even if he/she decides to not participate in campaign finance reform initiatives. (The initiatives are outlined elsewhere.)

  • A campaign oversight committee be formed

The committee should be created by the League of Women Voters or similar organization to ensure candidates are being provided fair and equal baseline access during the campaign session (June 1st to the date of the general election).

  • Increased cable access time be used as an incentive for candidates to sign on to local campaign finance reform

Participating candidates should be entitled to have their shows aired on Saturdays and Sundays in a continuous, non-stop, 24-hour loop with the shows/segments of all other participating candidates. This air time would be in addition to the baseline access provided all candidates.

  • An independent, non-profit cable access television board be created similar in structure and powers as Larchmont/Mamaroneck's cable access board

The board should oversee and manage all aspects of the Town of Greenburgh's cable access system, including receipt and disbursement of cable franchise fees, which should be directed toward improving the cable access system, as is the case in Larchmont/Mamaroneck.
