USNR of Ackerman, Mississippi, b. 02/18/1909, a graduate of the U.S. Naval Academy in 1932,
accepted command of the Fessenden after a brief commissioning exercise on August
25, 1943. Capt. Dobbs was very much admired by the ships company.
