This was attached to my request for recalculation of personal benefits as an explanation of the reason(s) why they do not credit sick leave.
At least threee others ( hourly and exempt ) received the same explanation, but did not receive this memo or any refereence to it.
The words " payroll practce " were used instead.

Subject: Unreserved Sick Leave Hours Paid to Eligible Employees at Retirement The Management Information bulletin of December 19, 1979 announced that,

" One-half of unreserved sick leave hours will be paid to eligible Management employees classified on 70 and 80-series Brackets and to P&A employees upon retirement (or to a beneficiary upon death of an eligible employee) after reaching age 55. Payment will be at the employee's ending pay rate up to a maximum which will be established as of January 1, of each calendar year. The maximum pay rate for 1980 is $17.00 per hour. "

The Retirement Plan in Article 3.03 states that determination of Hours of Service for reasons other than the performance of duties will be in accordance with Department of Labor Regulations 2530.200b-2(b) and (c).

Accordingly, based upon 2530.200b-2(b)(3)(i) and (ii) no retirement service will be granted for unreserved sick leave hours paid at retirement. The rule referred to deals with not granting double credit for same hours worked or not worked.
