This shot is of the Burbank Local traveling westbound at Pass Ave in Burbank
This is the Coast Starlight on the Burbank branch at Coldwater Canyon in North Hollywood, I guess now called Valley Village. There had been a derailment on the Coastline at Lankershiem Blvd of the eastbound "Smokey" causing the detour. 
Photo is of the Burbank Branch local returning from its morning run to Van Nuys. The line has been cut further west so it could no longer imitate a model railroad and travel a big circle, leaving east from Gemco and arriving back from the west. Shot also shows the old pot signals with the new 3 light units installed but turned.
