CONSTANCE A. "CONNIE" HOWARD STATE REPRESENTATIVE - 32ND DISTRICT continued..... Educated in the Chicago Public Schools system, she holds a Bachelor of Arts Degree (Liberal Arts) and a Master of Science Degree (Corrections and Criminal Justice) from Chicago State University. Married to Phillip L. Howard, Jr. for the past 35 years, she is the mother of United States Air Force pilot, Phillip III (wife-Kermit Elaine), and has three granddaughters. The following two Houses Bills and Senate Bill of which Representative Howard was Primary Sponsor, were signed into law by the Governor and are now Public Acts: HBO 1294 - Establishes the Adolescent Family Life Program, designed to help at-risk teenage girls cope with the difficulties of Pregnancy without the use of drugs and alcohol. HB 1735 - Gives cities the authority to remove hazardous materials from buildings and lots that are determined to be unsafe or abandoned and to impose a financial lien on that property for the cost of cleanup. SB 1002 - Gives Cook County Government the ability to establish boot camps for youth under the age of 17. Such facilities are designed to help first-time offenders and, hopefully, keep them from becoming hardened criminals. Representative Howard was also the sponsor of: HR 112 - Urged the Federal Government to continue supporting the Lincoln's Challenge Program, operated by the Illinois National Guard to assist troubled minors. HJR 12 - Urged the Federal Government to extend the boundaries of the Illinois & Michigan Canal National Heritage Corridor from Harlem Avenue to Lake Michigan and to establish the Calumet Ecological Park. Through the budget appropriations process, Representative Howard was instrumental in Chicago State University receiving funds to establish a career development center, designed to assist students learn about educational and career opportunities.
