Constance A. "Connie" Howard has served as State Representative of the 32nd District of Illinois since January 11, 1995, and is currently serving a third term. The 32nd District includes a major portion of the southeast side of Chicago, the municipality of Burnham, and a portion of Calumet City in South suburban Cook County. Representative Howard is a member of six House Committees: Computer Technology (Chair); Children and Youth (Vice Chair); Higher Education; Higher Education-Appropriations; Human Services; and Labor and Commerce. She is Chairperson of the Department of Children and Family Services (DCFS) Reform Sub-Committee and a member of the Prosecutorial Misconduct Special Committee. As a member of the Illinois House of Representatives, Howard has devoted herself to improving the lives of others. Among her special legislative interests are: Education, Health Care, Computer Technology, Housing, Employment and Training, Programs for Disabled, Adoption and Foster Care, Neighborhood Safety, Human Services, and the Environment. Representative Howard was initially appointed Democratic State Central Committeeman of the First Congressional District of Illinois in 1984, and subsequently elected in 1986, 1990, 1994 and 1998 to that political party position. She was also successful in her efforts to be elected as alternate delegate to the Democratic National Conventions of 1984 and 1988, and served as a member of the Rules Committee for the 1996 National Convention. In addition to involvement as a candidate in electoral political activities, the Representative has also been a participant in numerous political campaigns--in both volunteer and financially compensated capacities. Her volunteer activities, spanning the past nearly 30 years, include the local level, as well as county, state and national campaigns. She served as a District Coordinator in the 1983 and 1987 campaigns of Mayor Harold Washington and in 1992, as a Coordinator of the southside Chicago office of Braun for Senate and Clinton for President. Additionally, she has functioned in staff positions for various political campaigns and political education and voter registration organizations. Representative Howard's previous employment has included community action, management, administration, and public and community relations responsibilities. Most recent employment, prior to becoming a legislator, was as Investigator for the Illinois Department of Human Rights and Consultant for Disability Service Options, Inc. She and husband Phillip, Jr., previously co-owned a network marketing business.
