The "Imported IE Favorites" folder is actually a link to the Favorites
folder used by IE. If you add files to that folder they will appear
automatically in "Imported IE Favorites" in Netscape. If you want to
arrange these in Netscape you have the option to Copy all the
bookmarks from "Imported IE Favs" to another folder created by you.
Then you can delete "Imported IE Favorites" (you're deleting the
reference) if you wish.
You can take a look in the bookmarks.html file to see how the "Imported IE Favorites" differ from the other entries. "Under" that entry you will not see any of the bookmarks which appear when you view it in Netscape.
