Charles Oscar Webb was born on October 2, 1855 in New York, New York. He was the third child of James J. Webb and Elizabeth Swartout. His brothers and sister were Napolean Bonaparte, Nathaniel Jerome, Martha Maria, James Douglas, Stephen, George B. McClelan, and Dennis B. He was affectionately known as "Charley" to his family.

Charley attended college in Kirksville, Missouri. He loved to read which helped him in his studies. He was a quiet man who had a strong belief in God and the bible. No one could give him a mathematical problem that he couldn't solve. In his early career he was a teacher. He taught 1st through the 8th grade in one classroom. Later he became a farmer and cattle rancher. He lived on a 365 acre farm adjoining his father-in-law.

Charley married Polly M. Williamson on February 16, 1898. She was the daughter of John Henry Williamson and Nancy T. Walker. About four years after they were married, Polly passed away. Charley and Polly had no children. He then married Effie June Deeds, who was the daughter of Francis Marion Deeds and Mary Jane Hayward. They were married on August 26, 1912 in Milan, Missouri. They had one daughter, Mildred Waldeana Webb (pictured below). Long before his marriage to Effie, Charley was close to and was loved by the Deeds family, which continued throughout his life. At one time he was quite wealthy and bought Effie a new car and a new house. Ironically, his kind heart and generous nature brought about his downfall. He lent and signed notes for huge sums of money to people and was never re-paid.

Charley died of a heart attack in his back yard in Newtown, Missouri on July 17, 1932. His family had a history of heart disease. Many people lost a friend that day and the community mourned a respected citizen.
