There are a number of programs for education in RP here in the US, as well as in
Europe. You may find a lot of information on some of them by looking at the pages on our
site regarding university programs. The many links there will take you to a number of them
that describe their research and also their educational programs. In general, the RP
aspect of education is taken as part of a basic engineering education to give the student
a broad enough appreciation of the field to understand the applications and requirements.
There probably are some financial assistance packages, and maybe some that are especially
oriented towards the countries of eastern Europe where you are located. Some of the
university web pages describe their financial assistance programs.
I would say that if your daughter is interested in this field, she should plan on
getting a basic engineering education so that she will have wider opportunity, and perhaps
specializing in the field by courses, thesis work, etc. She may not have to become a
graduate engineer, (although that's good), but she will probably need at least a couple of
years of schooling to be well-rounded enough.
