CAP MR/DD 

CAP for the Mentally Retarded/Developmentally Disabled

CAP-MR/DD provides an alternative to care in an ICF-MR facility for individuals of all ages who require ICF-MR care and who reside:  (1) In a private residence, or (2) In a domiciliary care facility.

CAP-MR/DD:

  • Is administered at the local level by area mental health programs, and
  • Currently has participants in all 100 counties.

HCFA determines the specific number of individuals the state may serve each year.

The Division of mental Health, Developmental Disabilities, and Substance Abuse Services (DMH/DD/SAS):

  • Is the state lead agency for CAP-MR/DD,
  • Allots a portion of the state's limit to each area program,
  • Determines which individuals may participate in the program, and
  • Is responsible for the program's operation, with oversight provided by DMA.
