A theory of everything is one that sufficiently explains the four fundamental forces and can predict the masses of particles. This model explains how the forces can be related and how, if masses of some particles are known then, the masses of other particles can be solved. What it doesn't do is explain why they have the values that they have. So there is still a mystery to solve, and therefore it isn't a TOE.
