The railroad in this operating scheme is the fictitious Talcott branch of Chesapeake and Ohio in the '60s era, and of the Chessie system in the early '80s era.  The branch runs from Charleston WV, to Talcott.  All names (except for Blue Creek) are from actual locations on the C&O, but none are representative of their namesakes.  Leased or off-road power rarely makes an appearance.
 
Both locals originate in the Charleston yard.  The Ashland local handles general freight and piggyback cars (locations labeled with blue italic letters), and only goes as far as the Ashland siding.  The Talcott local handles mostly coal hopper traffic, and goes farther up into the hills (locations labeled with red underlined letters).  It also takes along one general freight car for the Southern interchange near Talcott.

The rules in this scenario are:
1) No cars can be left behind at a siding, because the mainline needs to be kept clear for other trains.
2) Due to the priority of piggyback service, the Ashland local is required to switch the Blue Creek area first, and may have to be switch out the piggyback cars more than once a day.
