The railroad in this scenario is, once again, the fictitious Blue Creek Railroad.  In this case, it is a short line that operates as a bridge route.  The railroad has a few engines, and occasional leased power from other railroads.  There will also be occasional run-through power, as the neighboring railroads have trackage rights.
 
 
The locals are divided into "Blue Creek" and "Jamestown" (named after the furthest extent of each local).  The Blue Creek local originates and returns to Evans yard, where the railroad terminates at it's interchange with the Southern Ry.  And the Jamestown local originates and returns to Chelsea yard, where the railroad terminates at it's interchange with the C&O.

1) No cars can be left behind at a siding, because the mainline needs to be kept clear for other trains.
