(573)443-6866/FAX (573)443-1413 RE: Candidates Issues Survey Dear Mr. Trembley: We are an attorney in Columbia with 16 years experience in the Courts of our state and a Professor of Economics at Washington University in St. Louis with more than 30 years experience teaching at that school. We are writing on behalf of the Missouri Affiliate of the National Organization for the Reform of Marijuana Laws, NORML. We also represent an organization which includes NORMAL chapters and members thoughout the state as well as other organizations under the title Missouri Cannabis Coalition. In order to advise our members throughout the state of your position regarding issues of importance to us, we ask that you respond as quickly as possible to this Issue Survey. If you wish, you may supplement your responses with as much material as you choose. We have enclosed a self-addressed, stamped envelope for your convenience in returning this survey to our office. Thank you. 1. Marijuana has been shown to be effective in treating the symptoms of many ailments suffered by thousands of Missouri citizens. These include side effects of cancer chemotherapy, multiple sclerosis and similar nerve and muscle disorders and injuries, glaucoma, the side effects of HIV therapy as well as the symptoms of the wasting syndrome in people with AIDS. Senator Ronnie DePasco of Kansas City will introduce legislation in the 2003 session of the Missouri General Assembly similar to that adopted in 9 other states making marijuana available to those whose doctors approve of its use for legitimate medical purposes.

2. Varies of cannabis known historically as hemp are very valuable in the production of a wide variety of industrial products including paper, clothing, bio-diesel fuel, food and thousands of other uses. Currently, hemp is imported from Canada and other countries where its cultivation is legal. At least 5 states have adopted legislation permitting farmers to cultivate hemp for industrial purposes.

Hundreds of thousands of adult Missourians continue to use marijuana responsibly, although they are threatened with criminal prosecution and possible imprisonment for doing so.
Would you support legislation eliminating criminal penalties for the possession of small amounts of marijuana by adult Missouri citizens who use it responsibly?
