As background, the DNA
Identification Act of 1994 established the DNA Advisory Board which was charge
establishing Standards and Guidelines governing the use of
forensic DNA testing. It also deals with the standards for proficiency testing, the
convicted offenders DNA database (CODIS), and grants in this area.
