PROFILE: Over 32 years of documented executive
leadership experience in the areas of logistics program management, with vast
experience across the air transportation policy, personal property movement,
vehicle management, maintenance and operations to include air terminal and air
cargo movement and all associated international spectrums. Significant experience in multiple U.S. major
military commands (MAJCOMS), and Joint/Combatant commands. Expertise spans
aircraft maintenance, operations, management, strategic planning, resource management,
and program control.
MILITARY WORK EXPERIENCE:
July
04-Sept 07: Director/Commander Joint
Personal Property Shipping Office San Antonio TX. Air Force’s Senior Personal Property Manager directing the
movement of service members household goods (HHG) in a 9 state area of
responsibility processing approx 116k shipments annually. This requires working with the commercial
moving industry ensuring all requirements, directives, and financial matters
are held to standard. Significantly
streamlined the process for the identification of all excess costs on
overweight charges generated by the member.
These costs are adjudicated and presented to the Defense Finance and
Accounting System (DFAS) for recoupment.
Additionally, held the industry responsible for identifying, recouping
and adjudicating unearned transportation charges from the commercial moving
industry for lost and damaged (HHG).
Generated annual savings of over $2M back to central accounting
system. Initiated numerous automated
programs almost 100% paperless saving over $54K and 22,000 work hours. Project manager to re-design the AF personal
property regionalization effort reducing to three offices managing all back
office booking functions with industry.
Significant reduction in manpower, money and functions conducted across
AF bases.

02-Jul 04: Commander “Joint Stars” Logistics Group. Implemented AF’s first $7B Total System Support Responsibility (TSSR)
arrangement where AF and industry successfully partnered to provide improved
logistics sustainment resulting in increased wartime readiness while reducing
supply chain management issues. Highly-successful effort that enabled America’s
13 Joint Stars Boeing 707 fleet response to war on very short notice combat
ready. Lead, trained, and equipped 1400
personnel supporting equipment, sustainment, and operations. No aircraft incidents. Managed numerous aircraft modification
efforts. Initiated several maintenance
programs to save resources, to include
a $2.5M “cradle to grave” wireless system transferring tech data to laptop
computers to troubleshoot, order, ship, pay and deliver parts directly from the
flight-line; results: tremendous saving
in manpower and resources. Directed
aircraft maintenance production through daily meetings, sortie rates at 95%,
excellent ratings on maintenance inspections from headquarters staff. Ensured maintenance discipline and management
of fiscal resources. Ensured accuracy
of documentation in aircraft forms and automated systems. Adherence to technical data, policy,
procedures, and safe maintenance practices were top of the list. Produced an overall healthy aging aircraft fleet
available to execute mission requirements 24/7. Analyzed aircraft maintenance indicators to identify trends and
initiate immediate corrective actions.
Managed/integrated the first “Total Force Concept” directed by the
Secretary of the Air Force to blend active duty and Air National Guard members,
facilities and resources, a concept to reduce weapons systems and use available
resources saving millions of dollars.
Aug 00-Jul-02: Assistant for Air Transportation: Developed
and updated Department of Defense (DOD) policy for the use of DOD owned and
civil procured air transportation.
Provided oversight of over $2B in airlift programs. Represented DOD and the Secretary of Defense
in coordinating air transportation policy with the Joint Staff, Military
Departments, Congress, and Federal Agencies.
Single focal point for international agreements working with Federal
Aviation and State Department Agencies.
Single approval authority for exceptions to policy for DOD air assets
for non-DoD interest traffic. Senior
committee member for initiative for procurement of military design aircraft to
be used in a peacetime civilian role and recall during wartime contingencies
saving DOD ownership billions of dollars.
Acting Assistant Deputy
Undersecretary Defense Logistics Systems Modernization (ADUSD/LSM): Principal Advisor on all issues of logistical
information technology and information systems policy. Directed LSM staff to formulate policy,
procedures, and guidance for implementing integrated data environment within
all defense programs. Developed and
implemented portfolio management/oversight programs and chaired the Logistics
Information Board; terrific interpersonal skills required for discussions at
those senior DOD levels. Personally
responsible for a re-focus of (DOD)
Enterprise Integration. Directed reduction
of numerous duplicative programs across services by integrating legacy data
systems, resulting in millions of dollar savings.
April 75-Aug 00: Commander x2, Staff Officer, Terminal
Operations, Cargo Operations, Vehicle Operations, Executive Officer, and Aide
to Commander of Air Force Special Operation
Command. A myriad of staff officer
positions with vision of improved processes and operations. Generated new facility construction and
directed continuous upgrades to existing facilities and equipment. Manager/leader of hundreds of employees. Maintained high dollar budgets and engineered
long term cost avoidance and projected near/long term savings.
