How can I make/use a Seizing/Serving Device?

I've seen plans for one of those, built with simple Lego - the Technic series or whatever it's called.

Anyway, you have a handle set at an axle at one end, driving a cog-wheel and an alligator clip. Geared to the cog-wheel is an axle running the length of the device across to the other end, where it drives another alligator clip via a corresponding cog-wheel. That way both ends of the line (being set up from one clip to the other) rotate in sync.

Like so, more or less:

  |aa|aaaa>clip<~~~~~~~ rope ~~~~~~>clip<aaaaaaa|a
  | - F F -
--| - F F -
     | F F |
    a|aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa|a
     | F F |
     - F F -
       F F
       FFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFF

  ^handle
     ^two cogwheels ^two cogwheels

"F" indicating a LEGO framework to keep everything in place, "a" being LEGO axle rods, while the

symbols indicate cogs, you need two matched pairs of those. You rotate the handle driving the clip at the left, the power is transmitted via two cogs to the long axle across to the other side and up through two cogwheels to the clip at the right making that clip rotate at the same rate as the one on the left. Quite simple, really.

I've cobbled together a similar device using scrap.
