This curious USA Local (?) was seen on eBay. Any ideas?

This item is shown in Harry Rooke's article "Phantoms" (part 15, Phantoms Amongst the Forgeries), and
discussed as a Taylor forgery of an envelope stamp. It's not made clear whether this is a fantasy or a
forgery of a real item. [Rick Scott]

The original exists as a hand stamp on envelopes. The one you picture is a
forgery or phantom which S A Taylor floated as a local. The brown colour
is bogus. My old friend Harry Rooke and I had a good laugh over it. [David M. Stirling]
