What is this overprint? Also not found in Scott or Michel, but I could have missed it among
the great variety of overprints.

As far as I can tell your stamp is a revenue. I must qualify that as the image on my
computer is not very clear . The cancel seems to confirm it as consular usage. [Lawrance Marques]

During the period this stamp was in use there was a tax levied on all railroad
passengers into Persia. I believe this overprinted stamp was placed directly on
the passport page and cancelled by the official after collection of the 1 Kr. [Brian McGrath]
