Change to Local and National Tour permits

From the National Office June 15, 2002 to all Scout Executives

Effective January 2003 both the national tour permit and the local tour permit will include a requirement that at least one adult present during the event or activity must have completed the BSA Youth Protection Training. The national tour permit will continue to include the requirement that all registered adults must have completed the BSA Youth Protection Training for participation in a national sponsored event/activity.

BSA in support of their continued efforts to offer training to as many Scouters as possible and to support the requirement of having at least one youth Protection trained adult, an Internet version of Youth Protection Training for leaders is available for use effective January 2003.

As a quick review, national tour permit are required to be submitted for tours or trips 500 miles or over, one way. For tours and trips under 500 miles one way, the local council establishes the guidelines for when a tour permit is required. It is not necessary to require tour permits for all activities. Doing so could cause the process to become meaningless, with the Scout Leaders no longer using the the permit as a planning and safety tool. Most short, in town den trips for a few hours do not require a tour permit; however, it is recommended that dens obtain permission slips from parents.

Please review the following links for the changes. The Youth Protection On-line version is now the preferred method of delivery for all youth protection training. Once you have complleted the on-line courde please print out your successful completion. While your completion is recorded in Scoutnet it is avisable to keep an electronic or paper copy in case of an error. Upon request to the training committee a video presentaion and live dialogue can be presented at your location with a minimum attendance requirement of eight individuals.
