The simplest face consists in black dip dot eyes, a pink or flesh dip dot nose and a white comma stroke beard and moustache. Use this simple face on star shapes, heart shapes, squares, or ovals, and circles.

As an embellishment add large rows of white dip dots snow tex for the trim on his hat. Perhaps you could glue on a narrow piece of fur or felt for his hat trim. Add a pompom for the end of his hat or a jingle bell.
As you feel comfortable advance in degrees to a more complex face. As a suggestion:
Base face with Facetone, eyes with white, and the inside of the mouth with Burnt Umber, and the lip with Shading Flesh. Let dry. Shade the face with Shading Flesh. Shade both sides of the face, the forehead, under the eyebrows at the crease of the eyelid, and on the outside edge of the nose. Reinforce shading as needed and let dry. Shade cheeks and nose with Brandywine and reinforce shading as needed. Paint the lip Brandywine. Highlight the lip with White. Float Gray along the top of each eyeball and under the lid. Let dry. Paint both pupils Black.
Base the iris Salem Blue. Using a liner brush paint a fine line of Teal Green around the outside edge if the iris. Float highlights on the eyes with White on the upper right and bottom left of each eye. Reinforce the floats with a dot of white in the upper corners of the eyes. Using the liner outline the top edge of the eye with black. Add delicate lines for lashes. Float a highlight of white on the upper right side of the nose and on each cheek. For the hair base with Black building layers of Grey and finally White. Use the liner brush for the layers of the eyebrows, and head. Use a rake brush for the beard and moustache.
