PHILADELPHIA 2007 RULES & REGULATIONS


1. Philadelphia National Stamp Exhibition 2007 is open to all collectors regardless of society affiliation. Competitive exhibits must be the bona fide property of an individual exhibitor or immediate family members. Exhibits containing material belonging to two or more persons are welcome in club and non-competitive classes.

2. As exhibit space is always at a premium, early application is recommended. The deadline for receipt of completed entry forms with payment is August 4, 2007 or until frames are filled.

3. The Exhibit Committee reserves the right to limit or refuse an exhibit at its discretion, and may reject any exhibit, in whole or in part, without giving reason. In such cases, refund of entry fee will be made.

4. The following exhibits may be shown only on a non-competitive basis:

   A. Winners of previous SEPAD/PNSE Grand Awards (unless exhibitor certifies that 50% or more of the material shown was not in the prior exhibit.)

   B. Winners of three large gold medals, or a Grand Prix National or International at any FIP-sanctioned International Shows.

C. Invitees to the 2008 World Series of Philately.

5. The following may be shown competitively, but are strongly discouraged; they are welcome on non-competitive basis:

   A. Exhibits which have competed three or more times in the World Series of Philately.

   B. Exhibits which have both competed in the World Series of Philately and won an FIP International Gold Medal.

6. Provided a separate entry is submitted for each, exhibitors may enter as many exhibits as they wish. Competitive exhibits must have a minimum of two and maximum of ten frames (Note that current APS rules limit an exhibitor to two competitive exhibits.) Single frame exhibits are discouraged, except in Convening Societies [classes B,C, P]

7. A fee of $15.00 per exhibit plus 10.00 per frame will be charged. Junior exhibitors (birth date 9/9/89 or later) may enter single frame exhibits and will be charged $2.00 per frame.

8. Each PNSE 'Ameripex'-type frame will accomodate 16 pages of 9"x12" size or smaller. If an exhibit includes other than standard size pages, pre-approval from the Exhibit Chairman is required. All exhibit pages must be enclosed in suitable protective covers.

9. Exhibits may be mounted by owners or agents Thursday, September 6, only from 3 to 8 pm; and may be removed only after 3:30 pm Sunday, September 10. A PNSE Committee member must be present and will assist owner or agent in mounting and dismounting.

10. Mailing instructions will be given upon acceptance of exhibit. For those exhibits to be returned by PNSE, exhibitors MUST remit with their application: full anticipated postage/ insurance/registration fees for return of exhibit.

11. A panel of APS accredited judges has been selected by the PNSE Committee, and decisions of the judges shall be final. The jury panel, approved the APS, includes: Judges & Apprentice(s). to be named.

12. Every precaution will be taken to safeguard exhibits. However, no liability shall be attached to the Valley Forge Convention Center, the Associated Stamp Clubs of Southeastern Pennsylvania & Delaware, Inc., their members or their employees. Guards will be on duty 24 hours a day.

13. Exhibit owners desiring insurance MUST provide their own coverage.

14. Failure to exhibit, after entry fee has been accepted, forfeits such entry fee.

16. Exhibitors will be identified in the official program by name and state, unless a pseudonym is specifically requested.

17. PNSE accepts exhibits which are non-competitive, provided regular frame fees are paid; these will not be evaluated by the jury.

PHILADELPHIA 2007 GRAND

RESERVE GRAND

The Philadelphia National Stamp Exhibition Committee will place at the disposal of the Judges, a sufficient number of Philadelphia National Stamp Exhibition Gold, Vermeil, Silver, Silver Bronze and Bronze medal awards. No limitation is placed on these awards, and the Judges will award them without regard to the classification or group in which the exhibit is shown.

Separate Awards for Junior Competition.

In addition to PNSE awards, other awards established for competition by Philatelic Societies will be listed in the program and awarded eligible exhibitors.

HINTS FOR EXHIBITORS

A.  Exhibits will be judged according to standards and guidelines outlined in Manual of Philatelic Judging, 5th Ed. (revised edition available from American Philatelic Society, 100 Match Factory Place, Bellefonte, PA 16823)

B.  Other than addresses on covers, exhibits should not show identifying marks of ownership. (But the exhibitor's name and address on the back of each page is a recommended security device.)

C.  Forgeries and counterfeits in any exhibit must be plainly identified, or the exhibit may be subject to downgrading or disqualification.

D.  To ensure more accurate evaluation by the judging panel, each exhibitor should submit 8 copies of a one-page summary / synopsis / outline and/or title page minimum of six weeks before the show.

D.  The judging panel approved by the APS will use APS National Criteria to evaluate all competitive exhibits. Their decisions are final.
 

HINTS FOR TRAVELLERS

Our show this year returns once again to the Valley Forge Convention Center. The show hotel, now a Radisson, is directly connected to the convention center. Call them directly (610)-337-2000 to reserve the $109 PNSE show rate. There are many other lodging and dining choices in the area; a map and guide (if not enclosed) will be gladly sent on request. We look forward to seeing you and your exhibit September 8-10.
