Stephen Franke

On July 7, 2004 it was announced that KC would be receiving a United Hockey League franchise. The majority owner, Stephen Franke, is chief executive owner of MidWest Quality Gloves Inc. He has had a residence in Chillicothe, MO (90 miles northeast of KC) for 19 years. Franke is also a majority owner of Summit Sports, the parent company of the UHL's Fort Wayne Komets.
A name the team contest was held. The three top nominations were Twisters, Express, and Outlaws. 7,092 votes were cast, and the owners chose Outlaws. Gail Rowland of Overland Park was the winner of tickets for a lifetime.
The Outlaws folded after just one season of play.
