TITLE 21 SUBDIVISIONS

CHAPTER 21.16 IMPROVEMENTS

21.16.115 Street Lights. The subdivider shall be responsible for the cost of the installation of street lights within the subdivision.

D. The number and location of street lights shall be determined by the Electric Department upon submission of the final plat, by the formulation of a street lighting plan for the development. Lights shall be located at interior intersections on either public or private streets; provided, the right to exclude locations closer than Seven Hundred Eighty (780) feet apart shall be reserved.

(b)One (1) tree shall be planted at an interval of approximately forty feet (40’) in accordance with the landscaping and lighting plan designed by the City for each block in the District. The Site Plan Review Committee shall determine that the location and placement of any trees shown on a site plan comport with the applicable design standard.

The lighting plan shall include on-site building lighting, decorative lights, accent lights and sign lights. Neon, laser and fiber optic lighting is discouraged.

Lighting structures, including poles and light fixtures, accent and decorative lighting for the building and site, should provide for the functional and security needs of the project, without adversely impacting adjacent properties. Lighting should enhance the overall aesthetics of the site. The lighting should be integrated with the architectural design of the buildings. Light sources, light bulbs, shall not be visible. They shall be shielded to reflect the light down on the ground and not out onto the adjacent streets or adjacent property. Any light fixture installation that would interfere with traffic movement on the adjoining streets or produce other traffic hazards is prohibited. The installed fixture height, spacing and number of fixtures, mounting location and method and type of lights to be used shall be reviewed as a part of the Site Plan.

All exterior lighting requires approval by the City staff or the Site Plan Review Team prior to installation. Building mounted security lighting fixtures must not project above the fascia or roof line of the building and must be shielded. Such fixtures and shields should be painted to match the surface to which they are attached or must otherwise be of a harmonious color. Security fixtures may not be substituted for parking lot or walkway lighting and are restricted to loading, storage, service and similar locations.

Parking lot lighting fixtures may have an overall maximum height of twenty-four (24) feet. Walkway lighting fixtures may have an overall maximum height of twelve (12) feet. Consideration, however, will be given to the illumination of the native forest canopy within the front setback using ground or tree mounted up-lights. The light sources must be non-apparent and invisible from the street. All exterior lighting shall utilize a bulb that produces a white light. The use of neon and mercury vapor lighting will be discouraged. Decorative lights less than twelve (12) inches in height and incorporating no more than one hundred (100) watt high or low pressure sodium lights may be permitted in any zoning district.

19.56.020 Exterior Lighting Requirements (Trailer Parks). Exterior lighting shall be provided as necessary for safety and convenience of occupants of the park.

Streets, areas at the entrances to buildings used by occupants at night, and walkways for use at night shall be lighted at night when the park is occupied with a minimum illumination of at least three-tenths footcandles. All light shall be so located and shielded as to prevent direct illumination of sleeping areas.
