BOARD OF DIRECTORS MEETING

 

December 11, 2003

At 6:00, the BoD meeting was called to order by Tom Base

 

Jay Nelson's resignation from the BoD was accepted 2/2. This position will be filled in January.

 

The minutes of the October 30th BoD meeting were reviewed and approved 2/2

 

One resident was present but did not have any Good and Welfare discussion topics

 

Tom Base gave his President's report including Benchmark, Fortress, the well project, pavement cleaning, the speeding GC procedure, 2004 entranceway landscaping, speed bumps, guardhouse renovation, parking overnight.

 

The Treasure's report was reviewed:

Cash on hand operating $42,911.92

Reserves at Amtrust Bank $21,759.92

Late feed owed $1,765

Past assessments $7,535.00

Homeowners past due 22

Performance to budget $8,624.35 unfavorable as of Oct 2003

 

Finance projects include the 2004 budget, sprinkler water conservation payback, transponder.

 

The Legal report showed

One homeowner missed the deadline of the repayment plan. Judgement is the next step

Completion of landscaping complied with the court order. Violation for incomplete CO will be discussed

A foreclosure was authorized. Judgement is the next step

 

Property management report discussions included

Tropics North clean up and prep for new planting of flowers

Speed bumps will be redone after the holidays to 8ft by 2ft

Paint striping will be completed by December 19

A violation letter for an ATV cruising

For issued violations, all either complied or requested an extension

 


Old business

Fortress requested an amendment to the post orders for the commercial entry just before the deadline (6:00). The guard is to request the estimated time for the work to be completed

The transponder gate operation was modified for improved reliability

The mailbox policy was approved 2/2. This policy will be mailed with the new Rules and Regulations in January.

The street signs are nearly complete

The landscape maintenance contract was finalized with Tropics North

More quotations are being requested for the front landscaping renovation

For the tree trimming along Wiles and Chardonnay, 3 proposals were requested by next meeting

For the guardhouse renovations, bids are needed.

For the security camera equipment, record on motion was agreed upon 2/2. Adding camera lights and moving the camera back should be added to the bids

Bylaws will be addressed in January

Commercial vehicle identification will be amended in the post orders

Fortress cruising is well received by HOs

The pre-litigation agreement approval requires 2/3 or 118 HOs

The bush wacking is complete

Next year's block party will be aligned with Halloween

Renovation of the lights on Wiles need bids for the concrete tops and new lights

Semi permanent basketball hoops were approved

 

The resolution for no pressure cleaning on Sundays was approved 2/2

 

The resolution to ban overnight parking between 2:00 and 5:00 was proposed and accepted 2/2

 

The 2004 budget and $373 assessment was reviewed and approved 2/2

 

New business

A handbook of articles, amendments, resolutions will be compiled for the BoD

Water management will be contacted for improved control of the lake water level

Treatment of a ficus infection should be added to the next newsletter

Tree trimming and cutting standards by an outside arborist will be pursued

 

The meeting was adjourned. The next meeting will be January 27th at 6:00
