BOARD OF DIRECTORS MEETING

 

January 27, 2004

At 6:00, the BoD meeting was called to order by Tom Base

 

The minutes of the December 11th BoD meeting were reviewed and approved 2/2

 

Hazel Shockley was nominated to the BoD and approved 2/2

 

Tom Base gave his President's report

The HOA Declaration is the guiding document for the BoD - #1 Health and safety; #2 Common good and well being of property

The need to repair the front entry area was shown in photographs

Home values could be improved to that of comparable neighborhoods and homes through repair, rules, and regulations

The homeowner's return-on-investment leverage is tremendous. If the $30/mo added assessment increased home values just 1%, then the return would be 1000%.

Tom B detailed the 2004 budget: Improved Security to Fortress is #1 at $59/mo; Grounds maintenance is $9/mo; Landscape replacement is $9/mo; Front entrance repair $8/mo; Management fees $8/mo; Insurance $4/mo; Tree trimming $3/mo; Lake maintenance $3/mo,....;

Awarding of contracts is by specification and sealed bids

 

More than 20 homeowners were present for the Good and Welfare discussions:

Increasing the BoD to five members

Neighbor volunteer specialists to help by bringing expertise to improve project specs and quotes

Turning left onto Wiles road

HOA assessment fees, and the input process

Unleashed dogs

Committees were suggested for landscaping, lake,...

Adding the HOA Declaration to the website

More frequent activities in the neighborhood

 

The Treasure's report was reviewed:

Cash on hand operating $50,147

Reserves at Amtrust Bank $22,812

Homeowners paying increased assessment 93%

Homeowners past due assessments 12 (7%)

Past due assessments $5518

Homeowners past due with late fees & fines 17

Fines & late fees owed $1,765

The BoD is waiting for year end audited financial statements for 2003

 

Finance projects included

The sprinkler water conservation payback is two years with the addition of the iron removal system

Transponders in use are 400

 

The Legal report showed

One foreclosure in February

3/3 approved issuing a violation for a non-compliance

A foreclosure was paid in full and the file closed

 

Property management report discussions included

Detailed violation status was given. For issued violations, all either complied or requested an extension so none have gone to the Grievance committee

 

Old Business

New post orders for commercial entry after 5:45 for Fortress were approved 3/3

Training for the front gate system will be conducted

The video recording system should have three bids by next meeting

The mailbox specification will be mailed to all homeowners

The revised Rules and Regulations adding speed limit, fines for major violations, homeowner liability were approved 3/3

Banning overnight parking from 2:00 to 5:00 was approved 3/3

The new speed bumps need adjustment

Replacing the landscaping at the front entrance and along the FPL were discussed

Tree trimming was approved

Repair of the Guardhouse is in progress

A shorter website address for HHE was requested

The next newsletter will be discussed by the BoD

 

New Business

A handbook of articles, amendments, resolutions will be compiled for the BoD

Review of the bylaws was tabled to next month

 

The Grievance committee reported a fine for speeding

 

 

The meeting was adjourned. The next BoD meeting will be February 24th 6:00
