Standard Girls with Guns fare on a extremely low budget. The plot revolves around a crime boss, Han San, that everyone is after. Sibelle Hu stars as HK cop Tung Fung who wants to bust Han San. Lai Leung Wai is Chai, a business man who believes Han San had his father murdered, and wants revenge. Moon Lee is also out to get Han San, and you're never quite sure why, until half way into the film when her motivations are explained.
The film is filled with action, but most of it is not very good. There's a semi-decent martial arts battle at the end--that's about it. The main problem I have with "Devil Hunters" is that about 95% of the film is undercranked. It's pretty much standard operating procedure for Hong Kong filmmakers to speed up fight scenes in certain circumstances in order to create the illusion of a fast-paced fight and increase the excitement level. That's fine, but I don't think I've ever seen a HK film in which every single fight scene was sped up. It's usually not as noticable in other HK films as it is in "Devil Hunters." As a result, some of the undercranked scenes look like they belong more in a goofy comedy than an action movie. It's a shame because the movie actually has quite a decent plot, but the poor handling of the action ruins any interest in the storyline.
I should note that this is the movie where Moon Lee was severly injured while performing a stunt. Moon had to jump from the window of an exploding building, but the explosion was bigger than planned, and Moon sustained burns to her hands and face. Luckily for her(and us) she recovered, and went on to make a lot better movies. That's good, because "Devil Hunters" is not exactly a movie you'd want to be the final note in your career.
